Hi, that's your choice. I tend to center it. Whatever you choose to do, be consistent with placement on lapel roll line and collar roll line. Have fun!

Very helpful!! I was just wondering how the canvas stays later when you remove the basting stitches?
I think it’ pad stitched to the front. But never be able to do a stitch completly invisible. That remains a mystery to me.

Is there any effect to the overall quality of the jacket if we use wrong side out?
Wrong side of what? The fashion fabric? No. Use whichever side of the fashion fabric you please!
Does anyone know where I can get tailor's tape? When I Google it tape measures come up.
I'm not 100% sure it's the same thing (in part because English isn't my first language) but try twill tape.

Search for hug & snug, seam tape, you can use twill tape, any fabric tape really.
It's also called twill tape.
