I'd just like to point out that Diesel 10 was probably going over the regulated speed in a public area. As well as polluting the surrounding area by kicking up dust.
Diesel 10 is literal proof that you can really stretch the boundaries of what's made for kids when it comes to crimes that villains are allowed to commit
FOR DIESEL 10: Don't forget the many counts of 'Speeding' throughout the movie. I doubt it would be rail legal for him to go flying past Gordon and Thomas in the beginning as well as the incident approaching James, and the final chase scene. Granted it probably would've been okay if he were doing an actual job and was following the regulations and speed conditions, but he wasn't. He wasn't there for work and wasn't pulling any cargo or passengers or following the time tables. He could've easily caused a lot more problems off screen by being on the mainline during normal operating hours and likely ended up stalling or severely delaying normal traffic by taking up places on the track. Also trespassing. He wasn't supposed to be on the island at all and didn't come back to work, he came back specifically to kill someone and cause mass genocide. Not only that but his actions to rid the island of steam engines would've also caused mass panic among the people of the island who relied on the engines for their goods and services. If Diesel 10 had succeeded Topham would've had to purchase or get lent several diesel engines all at once in order to get his island back up and running again and it would've disrupted the entire Sodor economy. Diesel 10 would've been solely responsible for the Island of Sodor's own Great Depression as well as the destruction of all steam engines on the island.

To add to sailor John’s charges, it is illegal in the US to operate a privately owned piece of equipment on railroad property without permission from management or notifying the dispatcher which can easily lead to a violent and potentially fatal accident

For the ship thing, Sailor John could be charged with grand larceny, trespassing (because he would’ve had to gain access to the ship), unlawful use of a railway vehicle (don’t what charge that would actually be), and false imprisonment (because he didn’t allow Skiff to quit when Skiff was no longer willing to be an accomplice.)
One more thing for sailor John is at one point he and skiff intercept Thomas taking a goods train to demand where the treasure is. Due to skiff being 50/50 for land mobility John would have not only stalked Thomas but probably stole/broke into somewhere that would have Thomas’s schedule to know where he’d be, there was a siding in this so John easily could have put skiff and himself there to wait for Thomas To summarize Stalking again Potential breaking and entering Potential Looking at classified documents (I don’t know the official term sue me )

Hurricane wasn't always as much as bad as Frankie was when I first watched "Journey Beyond Sodor". He did sacrifice his life when Thomas almost got burned alive twice resulting his wheels being melted. But he does get repaired in the end. Shouldn't Baz and Bernie be charged for their crimes to? They made Sonny work for them, break a remote for a giant fake Baymax, stole Ruth's technology blueprint plans, hijack Kenji which they wrecked Gordon when he tried derailing Kenji, and leave Sonny with no driver as a distraction.

I was going to charge D10 with Speeding as he goes through the station pretty fast but a Warship 43 only has a max speed of 80mph whereas the national limit for UK railways is 125mph. Granted, it COULD be different on Sodor but, so far, no book on Sudrian Law has been released so, going on what legislation I have, I'll let him off with a caution. In addition, D10 having Pinchy also counts as Possession of an Offensive Weapon. Frankie and Hurricane are a legal headache as there's the question of whether or not the Management of the Mainland Steel Company could also be charged. I mean, two visiting engines and their crews "working" on site and not a single Manager approaches with a request to see a Work Permit? Now, that could be Management too busy or disorganised to properly address the situation or a case of Frankie and Hurricanes' Crews lying and intimidating the NWR Crews to go along with the cover so being unaware of the situation but, still, it does sound sus...

Diesel 10- genocidal maniac Sailor John- stereotypical treasure hunter/pirate Frankie and Hurricane- manipulative workers who are really just so lonely with no time to do anything else because they are constantly busy with jobs at the steelworks. Like they can't just call out for volunteers for extra help? Or are they just scared?

If sailor John had actually hit thomas and if the dynamite went off if it hit thomas then thomas would suffer a bolior explosion resulting in either the death of his crew or serve steam burns from the steam shooting into the cab resulting in his his crew getting extreme burns like first,second or third degree burns and not to mention destruction of private property aka thomas is property and owned by sir topham hatt which would mean he destroyed property and could be fined over a million dollars for how old and valuable thomas is. Along with being imprisoned for 5 years or more depending on how British law works for destroying a Rare and valuable steam engine.

True, but he also has a face. While we don't know the true anatomy of the faces of the sentient creatures on Sodor, you clearly see Skiff can hold water in his mouth during that clip, and John is running the risk of letting Skiff consume too much water by sailing in those kinds of waters, resulting in possible suffocation.
