I'd argue that, while cruel, every action taken by Mrs. Tweedy in the first was legal. After all, she legally owned all those chickens, and you can treat livestock almost however you want. Even with the pie machine, any fault in it would be more on the side of whoever created it if a chicken getting out of the restraints could destroy it completely. Second movie, though, all the chickens from movie one would have been considered wild, and you can't just take animals out of the wild for business, or even just to feed yourself. The Royal family actually can't be charged for a crime, except parliament can remove her for "misgovernment". All her crimes though aren't really serious enough to be removed from the throne. I'd argue that, while cruel, every action taken by Mrs. Tweedy in the first was legal. After all, she legally owned all those chickens, and you can treat livestock almost however you want. Even with the pie machine, any fault in it would be more on the side of whoever created it if a chicken getting out of the restraints could destroy it completely.
Second movie, though, all the chickens from movie one would have been considered wild, and you can't just take animals out of the wild for business, or even just to feed yourself. So I'd add poaching to her list of charges.
