If CPS acted in the way you want them to, because you can't think past your own emotions, there will be countless families being broken up, and destroyed.

Bio parents are considered a higher priority than the child themself, and courts will remove s thriving child away from the foster family where they were loved, and placed back in the hands of the parents where they often revert right back to being abused. It's awful.
CPS often doesn't have the authority or resources to act, as many jurisdictions require hard evidence before they're allowed to do anything, which has to be concrete. And I'm talking concrete, as in "common sense says the images on this phone are of the child's injuries, but because her face is not shown we cannot legally assume that it's the same child".

Cheyenne's mother has a difficult upbringing and she also has issues with parenting her daughters. She straightened her life up several years ago. I'm not sure if Cheyenne has any mental health issues but I think maybe drugs and just maybe not wanting to be tied down with a child and maybe because of the new boyfriend. I don't think he had anything to do with it but it might have been an issue between them. Sorry I didn't have any more info. The girlfriend got life in prison and the mother about 10 yrs, the girlfriend still claims it was homophobia despite all the evidence. Its mind blowing what child protection officers will believe😢
