So, one of the scientists that supported looking into the “lab theory,” has recanted that position because of new data (a thing that scientists do). What he did was look at the geolocation data of all the earliest know cases/early path of the outbreak. He then superimposed the locations of both the virology center & the “wet market.” Whichever location was the source of the outbreak, it would make sense that the earliest cases are centered around that location. Turns out, all the cases were centralized around the market and not the lab.
Fauci looked down immediately when he said he had never lied to Congress, that’s a HUGE red flag

How did Paul’s reason fail exactly? As for Fauci’s, it is not a reasoned argument to say that paper wasn’t about gain of function because some people with some credentials said it wasn’t. How exactly was it not gain of function? And how is that difference meaningful within the context of the discussion? Paul omitted important questions. If NIH funding was directed to Wuhan, how did NIH audit the work done there? What controls did American taxpayers have in place to insure that research was done safely? Or to insure that NIH had visibility on projects done with American dollars? At this point, these two men’s credentials have nothing to do with the argument. Dr. Fauci’s testimony was simply inconsistent in terms of defining gain of function research and this was all Sen. Paul was highlighting.

The NIH research funded examining the results of what already existed in Wuhan. It didn't fund gain of function in Wuhan. The gain of function research that the NIH funded was conducted in the US, not Wuhan. They are very different things.

The paper that Fauci is saying does not describe gain of function research is the same paper that Fauci emailed February 1, 2020 to colleagues, which Fauci labeled "SARS Gain of Function"

Taking a virus that only appears in x species and then engineering it to be able to appear in y species is literally textbook gain of function. Increasing the pathogenesis, transmissibility or the host range is what gain of function is. Anything that increases the viability or range of species it can infect is gain of function. My favorite part is that he tries to deny the literal definition of the term and then uses ad hominem attacks against the person presenting the evidence. In a scored debate, Paul would be the winner here.
If Rand Paul is confident, I'd much rather he shut up and let Fauci talk, rather than trying to speak over his answers and trying to put him off track. If this were a scored debate, Rand Paul would have been led off the stage.

He's arguing that the NIH did in fact fund Gain of Function Research and that Fauci was not wholly honest or was obfuscating the truth about where the Virus originated from. Only recently has he said it may have come from a lab after months of saying it isn't possible.

For example, Scientist will have to first look at the pattern of the epidemic, the spread (the speed of the spread) and even the surrounding environment and weather conditions. Once the data has reviewed these areas as to the spread of a pathogen (such as they did when Ebola arrived to the U.S, and the 1992 Anthrax anthrax epidemic in Zimbabwe), then a Pathologist (such as Dr. Fauci), can determine if it was a natural occurrence or triggered as part of a bioweapon created in a lab.
There is currently no evidence, even within the study presented today, that Dr. Fauci & his organization contributed to a study in Wuhan China in order to weaponize the covid virus, in order to Gain function.
As much as we keep hearing that this virus was created in a lab, and folks like Sen. Paul want to point fingers find whose at fault, the evidence being presented by various government agencies (like this report in todays hearing), have no weight. Nothing has shown to be the smoking gun.

Answer me this: is modifying a virus so that it can easily infect humans considered "gain of function"? If the answer is yes (and it is according to NIH's definition), then NIH has contributed to Gain of Function research, because they funded the research of the doctor that Dr. Paul mentioned, in a study in which 2 viruses were modified to easily infect human bodies. Let's stop right here.
