Why is it a judge in a civil case can tell someone to just answer the question but during these hearings someone can waste time not answering the question when time is a factor?
Because hearings don’t often discover the truth, but then again, neither do court cases. In order to discover the truth of something, all parties who claim to want to know the truth have to also agree to seek it. When a detective or prosecutor have a hunch about a suspect or a motive, they tend to ignore many other elements of the whole truth, or they simply don’t seek out the rest of the story nor ask more questions to gain a wider understanding. An innocent person defending themselves honestly would also want to understand as much about all the evidence and facts and timelines as possible, and so should the judge and jury. If a judge or jury member decides to formulate an opinion early on, then they’ll also tend to ignore all countering evidence, etc. So don’t think that a congressional hearing is any different from the principles that operate a courtroom. Sure courtrooms have more power to make certain truths be told or withheld from being told, but in general there’s no actual foundation of truth seeking.
Although I agree with most of David Swansons' response the major reason is that a judge in court is supposed to be totally impartial whereas in these committees the chair is 100% totally partial to his parties side and will never demand any respondent incriminate in any way themselves or the party the chair belongs to.

Why is it a judge in a civil case can tell someone to just answer the question but during these hearings someone can waste time not answering the question when time is a factor?
Because hearings don’t often discover the truth, but then again, neither do court cases. In order to discover the truth of something, all parties who claim to want to know the truth have to also agree to seek it. When a detective or prosecutor have a hunch about a suspect or a motive, they tend to ignore many other elements of the whole truth, or they simply don’t seek out the rest of the story nor ask more questions to gain a wider understanding. An innocent person defending themselves honestly would also want to understand as much about all the evidence and facts and timelines as possible, and so should the judge and jury. If a judge or jury member decides to formulate an opinion early on, then they’ll also tend to ignore all countering evidence, etc. So don’t think that a congressional hearing is any different from the principles that operate a courtroom. Sure courtrooms have more power to make certain truths be told or withheld from being told, but in general there’s no actual foundation of truth seeking.
Although I agree with most of David Swansons' response the major reason is that a judge in court is supposed to be totally impartial whereas in these committees the chair is 100% totally partial to his parties side and will never demand any respondent incriminate in any way themselves or the party the chair belongs to.
