I don't think Moho is the best animation program to try and make it in, but the best way I can think of to try and make it would me to use the 3D tool to make tub and use it as a guide to make the background appear to move like a vortex animation. If your computer can handle Blender rendering I'd recommend animating the vortex in that then rendering it a .mp4, then import the video into Moho for animating characters and objects you've made for it. The Blender community here on TH-cam has a ton of tutorials that can help you, even if you've never used Blender before. Just look up "Blender vortex tutorial" or "Blender time vortex tutorial" and find one that looks like the one you want to make. I hope this helps to answers your question.
Just a follow up to my previous comment, you could use the Moho particle tool to make the basic background for the time vortex but the clocks would have to be drawn in. Also you'd need a minimum of about 250 to 500 particle to render per frame to achieve the effect I got and unless you have a gaming PC this can take somewhere between 8 to 10 hours to render.
