Default behaviour is for them to sink to the bottom if they don't see you. If they see you (they agro), then they start flying upwards again.

Can't you just use regular pistons and no blocks

No, becouse we need a normal block to push the blazes, a transparent block, like glass, stairs or *pistons head* may not always push the blazes, and they won´t suffocate them, also sometimes the cause bugs
