Yes time will heal this (in most cases), IF the cause of the chronic hardened skin is stopped (excessive scratching/rubbing, irritant exposure, moisturizing). In some cases the chronic hardened skin is not 100% reversible (but 80% or 90% reversible). It depends for how long the excessive scratching/rubbing, irritant exposure, moisturizing has been going on. For example: a severe case of TSW + 3 years heavy moisturizing on thinned and impaired skin, will cause severe chronic hardened skin that takes very long to heal and the skin doesn't get back to 100% normal (but 80% or 90% reversible). A severe case of TSW + 3 months of moisturizing on thinned and impaired skin, will cause much less severe case of chronic hardened skin. If the patients stops the moisturizing, the skin will so back to 100% normal.
