In my 35 years of using computers, I don't think I've ever seen another program where a *2nd* right-click is required to bring up a different menu - normally all the relevant options are in *one* long menu or a rollout menu or something. Can you do this while watching TH-cam TV? I tried it, and when you right-click on a YTTV screen, those options do not appear. Instead, it shows a shorter list of different options starting with "Copy debug info." And if you right-click again, then that list disappears and nothing else happens.
If your game is in fullscreen then it won't work obviously. It will work in borderless fullscreen though. So I suppose factorio uses borderless fullscreen mode while AC Unity uses true fullscreen. You can check in-game for the setting, usually most games have borderless fullscreen.
