Even the undefeated kizaru cowers in fear infront of benn beckman. This goes to show how powerful is their captain, probably stronger than kaido and big mom themselves.
I don’t know about cowers, all the admirals are weird. They are there doing their jobs but kizaru is the kind of guy to let the enemy get away to see how things turn out if given the chance. He’d rather have fun most the time it seems like. Akainu seems to be the only one that blindly follows protocol. The rest have character traits that have allowed for story progression

I don't belive he has a fleet, never mentioned that I believe. Whitebeard had a fleet with the Commanders. Luffy has a fleet. Big Mom, Kaido have armies. But Shanks never said or saw with more than his crew.
