Ruyi's aunt is the former empress, the current Empress Dowager in the story is the mother of the new emperor (Ruyi's husband). Before the reign of the new emperor, the Empress Dowager was only a Noble or Imperial Noble Consort.

It appears that Empress Dowager’s position trumped that of Ruyi’s Aunt. But then Ruyi’s Aunt was cast out when her son angered the first Emperor. I will need to rewatch this entire series as more of this story will make sense the second time around.

How is this show a sequel to Legend of Zhen Huan? In that show Zhen Huan was a heroine and Empress Ula-Nara was a villainess. Here Zhen Huan is a villainess and Empress is a victim! So many controversies!!
In this case I believe both of them are villains. The story centers around Ruyi, and Ruyi is ignorant of her aunts crimes and schemes, and even if she knew, she made it none of her business. In legend of Zhen Huan, even though we were rooting for her as she was the lead character, she still did some pretty awful stuff in order to maintain her position and fight back when she was being attacked. In the end, both of them were villains in their own way, because they couldn’t stand each other.
Both zhen huan and empress ulanara are scheming wenches, but then again, that's how most palace people roll.. With blood of their own kin and people, it's not surprising. Ruyi wasn't like that, that's why she didn't exactly fit in the palace.
I think since this show is told in RuYi’s perspective, she obviously did not know how evil her aunt was, so in her perspective, her aunt was more of a victim.
