It is part of the character. It is hardly the only inaccurate thing he says. The character is an alien who barely understands human culture and get many many facts wrong.

I heard A theory the reason everything went to crap when scar became king was because of a drought. A drought brought on by a curse from mufasa for killing him. It makes sense, I mean look at the timing of the rain as soon as scar is killed, seems pretty convenient.

You also have to factor in the fact that if the antelope were allowed to multiply without restraint there might be no vegetation left in the pridelands. The same thing happened when the hyenas came and were overpopulated. The only reason they were banished were their great numbers were harming the natural echo system. If they got their population under control to about 1/3 they could be allowed back in about 3 generations

It is kinda like the way they took evolution and just applied it to eveything they could (social, art, history, etc). It was that kind of thinking that helped make the holocaust and countless other civil rights violations possible and tolerated in the 20th century. The hyenas weren't being oppressed under Mufasa's rule though, they lived outside his domain. They're foreign backers that Scar brought in as enforcers to secure his rule (which he is in charge once again only by virtue of birth as well while he chased Simba away).

With regards to the end part, I only ave one thing to add:
In the REAL real world, it would actually have been Scar that became "king" because in the wild, it's the lion with the darker mane that's generally seen as more attractive and more dominant, thus making them the more ideal candidate...ironically though, the darker fur combined with the hot climate would cause the darker-furred lion to have a lower sperm count due to the extra heat that his darker fur is attracting from the sun.
In other words, Mufasa wouldn't be king and Scar would be. However the darker fur would cause Scar's body to overheat and make him less likely to be able to father cubs, whereas Mufasa wouldn't have that issue. The more you know.
