Question : if a company uses CCTV and that also captures footage from a PUBLIC area.. are people on that public road allowed entrance to request that footage ( not by Email or Phone etc. ) but in person to knock on the door and request access to that footage..
if they don't like that they should make sure their CCTV doesn't pick up ( spy on ) public property.

Not usually - you need to make a Subject Access Request, in writing, to whoever is their information / datacontroller. They have a number of days to provide that data and can request a fee of £10 I think.
