How OSU works is that you try to click on the circles in the right order and at the right time, and you might see, there is one circle, then there is a circle shrinking around it, when that 2nd circle is the same size as the middle one you click it, and if its the snake like one you hold down while you drag with it, but players usually don't use the mouse buttons, because its faster if you use the keyboard.
I think a way you could add color would be to think of the circles like balloons filled with paint, and each time you clicked it, you would pop it, making color splat everywhere around it. Eventually, you could start filling up the screen with color

I got to join One Minute Game jam too, really cool idea for a jam but unfortunately I didn't make anything that remarkable. I did play Click the Circle though and immediately got addicted, congrats on 2nd place! Well deserved.

If you wanted a coloured background without the flashing, I would've made a gradient or a fade between colours. The issue isn't it being colourful, it's the speed of it changing as you said. Also, people being colourblind doesn't mean the game can't have ANY colour for game elements, it's an issue with SPECIFIC colours. You could try to pick specific colours that will be easier for them to differentiate, or do a palette swap to shift all the colours depending on a certain kind of colour deficiency.
I don't know how hard it would have been to code, but I have an idea of how you could have kept the main mechanics but fit the theme better. Instead of the colours randomly switching the colours could have switched into gradient colours (does not help the colour blindness problem). Could have been the same goal or the goal could be something like see how far along the gradient you make it within a time frame, still encouraging speed. For precision, maybe players have to start at the beginning of the gradient (say light to dark) but now the circle is a different hue, to make it less punishing to start from the beginning. You get the mini reward of it really feeling like a fresh start with a new colour
