Sir I have dell 1540 Vostro it is only working when connected with charger and
Out of 4 lights one is blinking red and only shows plugged in and after some time white and at this time it shows plugged not charging ,battery was changed and is new it seems there is issue with charging circuit board inside it but not sure and also the metallic pin inside charger pin is missing so can that may be the cause

That capacitor might short,this not applicable for all kinds of charging issue,here he is not checking any voltage or it short.Blindley he is removing it,this is not the right way u showing
