It is by definition sir told in the start... x-100 g of H2O is mixed in 100g of oleum sample, to convert entire SO3 present in oleum into H2SO4 and amt of H2SO4 obtained is x g.

It's Safer To Assume That There will be Enough Water (In 99% Cases There will Be Enough) if aq is written 2) NaOH(aq) So There's Approx 1/5 mole of H²SO⁴ so 1/5 mole of NaOH will be needed For 1 M solution 1/5 mole should be dissolved in 200 ml , So If you've Less than 18g water It means The Conc of Solution is Approx 10M which will make the reaction extremely violent so It has Enough Water.
