The story behind Comic Sans is it was intended for simplified windows environment to get people be more comfortable, by using out of PC concepts to help. Like opening email program was designed to look like a mailbox outside a fouse, and a file manager was designed like a cabinet.
On top of this they had the dreaded paperclip assistant there. This assistant used speech bubbles to communicate with the user. And using a "formal looking" font to talk via speech bubbles as an animated paperclip was not really working.
So one of graphic designers made a font that looks like comics to be more fitting for speech bubbles and whimsical character.
The simplified environment never actually took off, but the font was complete and so later they included it as one of free fonts.
The reason it is so overused is because it resembles handwritten type, while still having great readability.
But its inherent "non formal" mood makes it actually not fitting for most applications.

The coolest/strangest house I ever lived in was an old Tudor home that had small windows inside the closets and one of the upstairs bedrooms had this tiny rounded door to enter that you had to stoop down nearly on your hands and knees to get through and then you could stand upright because the inside of the room was regular sized. We have no idea why it was made like that. The other bedrooms had normal sized doors. Oh and it also had this really cool wooden bench with hearts and spades like from playing cards carved into the sides right by the fireplace area. I kinda miss that house.

2:10 I had a bad accident because of that kind of mistake. Bike lane, it was dark, it was downhill, there had been construction but there were no warning signs/cones so I biked straight into an big chunk like that. Flew over my bike and hit the side of my head, passed out for a while but was surprisingly okay, just the bump on my head and had bruises on my legs for a very long time. Haven't biked since, thanks.

The fonts that have squiggles and bendy lines are actually very nice (but not the obnoxious ones). They're "soft" so they can actually make it easier to read or comprehend information for people with certain reading, mental or eye conditions. I have the default squiggly font on my very old phone, it was a small phone, and I have bad reading vision, so having that font on the small phone actually made it easier on my eyes to read because it wasn't sharp or super contrasting.
So, there's always a reason. They can look very raunchy, yes, but it can actually help lots of people read better. Or just be more compelling for kids or people with bad attention

Thing about Comic Sans is that it was originally intended for use in an already horrible product - namely Microsoft Bob. The font designer felt that Times New Roman looked too formal for Bob.
Also, regarding the whole "lowercase L, uppercase I" thing... This is one reason that I like typefaces like Pluto Sans (as long as we're in sans serif fonts) -- the lowercase L is distinct by virtue of the little curl/hook at the bottom.
