Cocoons military was really a tough enemy to fight in this game or any Final Fantasy series for that matter. Not only did they have high-tech Weaponry but they also captured Wildlife from the main planet and implanted in with mind-control devices and basically turn them into bio weapons... pretty crazy if you think about it.
