Heed Arbiter is a straight menace and the best double agent I've ever seen. He managed to not only get close enough to take out the Chief and Johnson, but take down Hood in front of a memorial ceremony and get away with it, and Rtas in a cruiser full of Sangheli. Straight up demon work. Makes me wonder how he got Miranda and if he let the prophets die to not blow his cover.
