There is a youtube channel called Miyconst that does a LOT of x99 knock off board reviews that has a review of this specific board. I believe you have to OC in windows with XTU to get it anywhere because of the power limit being something that windows initializes on these boards.

This doesn't fix the TDP issue, but have you considered under-volting to get a higher clock speed? I didn't see you try Intel extreme tuning utility, that can do things the bios can't a lot of the time. Maybe you could try Throttle-stop? Throttle-stop is usually for under volting laptops, but it's a very deep tool and it does have to ability to modify C-states...

I was able to Turbo-Unlock the HuananZhi X99TF paired with an E5-2678V3 by modding the BIOS using Miyconst's step by step tutorial and tool-kit. Took me 20 minutes and it worked on the first try. Best damn PC tutorial I have ever had the pleasure of using.

All these X99 boards are indeed hard limited to a max of 140 watts. If you find a way around it, you will likely smoke the motherboard as VRMs/power delivery are not designed to go higher. If you want to go safely higher, you need a new board. But, the results you were getting is excellent nonetheless

I picked up a Chinese x99 board back in March from Aliexpress...believe it was the x99z v102 or something like that. I had a spare E5-2620 v3 that I dropped in, 4 sticks of 8gb ECC ram, and a 512gb NVME m.2. This thing has been absolutely rock solid for 6 months running unraid with a 5 disk array. Im running a modded Russian bios from Github that opens up the bios a lot, but a lot of the new options don't work (like the BLK clock options). Custom splash screen tho. In this motherboard the modified bios with turbo unlock works only with 26xx v3 CPUs that is why changing of the CPU to 2680 helped. On thees motherboards the only way to override the TDP limitation is to upload the modified turbo unlock driver with undervolting (only the 26xx CPUs). The changing in bios or using the intell ETU - does not change anything.

The turbo unlock doesn't modify the short and long term turbo duration nor limits. I have a similar board with a 2673v3 and I'm stuck at 85W (I bought a low TDP part on purpose, I just was playing around with it). The BIOS should let you play with the duration, but it fails with the limits. It's a BIOS issue, they are all more or less the same. You could try with Intel XTU, but your mileage may vary.

Not sure about this statement. On Miyconst channel he was able to achieve 4.2 Ghz on the X99TF, which uses the same BIOS as the F8 in this video. It is an E5-1660V3 in that video, but the ability to get to this level is certainly possible. On an MSI motherboard (engineering sample via AliEx) he was able to achieve 4.3Ghz. Of course, at these levels the TF's VRM did go to a toasty 70C. Always best to put an aftermarket fan (80-90mm) on the VRM's when OC'ing Chinese motherboards, for safe measure. What is also metnioned by Miyconst...if you have a BIOS where microcode has been removed to achieve the turbo-unlock...you will NOT be able to overclock.
      IMO.

Huanzhi have probably hardware locked it in order to secure the reliability of the board and the mosfets. As all of these chinese boards don't have oc capabilities out of the box without modding. I know that oc is a big thing. But 3ghz from a 12 core will still keep you happy in games and even 3.5ghz from an 8 core. I've been watching these boards for about a year now on AliExpress reading feedbacks left from buyers and they are good new boards for old CPUs that will keep anyone happy. 😁

"But 3ghz from a 12 core will still keep you happy in games"
For gaming you'd probably be better off buying a Ryzen 5 or Core i5 CPU. 3GHz isn't great, especially in DX11 and other older APIs that can't use more than 4 cores efficiently. The 2678v3 is an amazing budget workstation CPU, and can still run games if you want it to, but isn't the best choice if gaming is your primary use case.

That way you can go ham and do anything you can think of and if it bricks swap to your 2nd bios and flash your first bios back to normal and try again! This helped a lot for my 1080ti. Right now I'm using a Inno 3d vbios and I wouldn't of even thought of flashing it if I didn't have a dual bios.

Not sure if this helps but I know from my E5 2678 V3 hitting it with heavy avx workloads like cinebench causes the all core turbo to drop due to the tdp limit. If you use CPU z to either bench or stress CPU you can usually see it hit it's max turbo. So in theory using CPU z to validate the overclock with hw monitor might help. Also in games it will hit it's max frequency too I tested using tomb raider. I am not aware of a way to remove the tdp limit which when you run avx heavy workloads limits the max frequency.

I've had no trouble unlocking the All-Core-Turbo on my 2678 V3 with a Huananzhi X99-TF which is nearly the same as yours. But undervolting is a must to get all cores to run at 3.3 Ghz under load (my sample takes -50 mV just fine). Windows runs mostly fine on the newest releases also with the unmodified C6-entries but I had some trouble installing Linux where it hangs during the installation with these enabled. But I have seen a strange issue with an Intel i350 network card and PCIe errors popping up, it turns out that you need a workaround (pcie=nommconf) because X99 has some trouble with some BIOSes (that is with a Jingsha X99 D8D3 which I bought as an alternative to test - maybe the BIOS of the Hunanazhi boards already have the fix).

If anyone still watching this: Will this board run regular decktop memory? Or is it ECC only? In the AliExpress ad it states: 'Memory type supported: non-ecc/reg ecc/ecc' but I'm not sure what its telling me.

Could something like the Elmor eVc help. Not sure if the voltage controller uses i2c but it's with a search.
Find the controller, identify it and look up it's data sheet then see if it uses i2c, if it does you can hook up the eVc and adjust whatever you want.

The Xeon processors have their TDP locked internally. You can play with the core voltage setting trying to drop the power at a given frequency. Some chips will work at lower voltages when overclocking. Some will not. I am running a 1680 v3 in an HP Z440 at 4.1 GHz. I have had it 4.4 GHz but it wasn't stable. 4.1 GHz and a 1080 ti is more than enough for Fortnite and that is all I really play (and chess). I am sure someone said this in here but.... I am not going to read all 291 comments.

Just a heads up, the all core turbo unlock doesn't help with TDP limits. I'm using an Asrock X99 board and my 2690v3 drops 100MHz when running cinebench to keep to it's TDP limit. But whilst gaming I will still see 3.5Ghz on all 12 cores.
I'd suggest you want to look at Throttlestop, Intel XTU or quickCPU to try and remove TDP limits.

Pencil mod the CPU VRM shunts?
There is a multiplier set for the current somewhere in the BIOS, manufacturer sets the scale from the shunt voltage to sense current (ie sets the what the bios believes is the shunt resistance). If you can find someone that knows where that is you should be golden (or let the smoke out - either makes a good video XD)

Intel XTU is the answere you can increse TDP in it. I could do it even on chepest LGA1150 MB with i3-4170. It wasn't usefule at all but the option was unlocked

Maybe there is a bit more power possible. At least on a MSI-board, maybe it's possible on your board as following: Open your .bin file in AMIBCP and search for the folder "DigitAll Power" inside the folder "Overclocking". Inside that, there is "CPU Over Current Protection". Change Optimal Auto->150%, save and flash it. Load the optimal settings inside the BIOS. Then, the CPU "thinks" he is consuming less power, the factor is 1/1.5. You can see that through the tool "CPU Temp" for example. On me, the TDP grows up from 135W to 145W. Before that, the CPU goes down from 145W after a few seconds to 135W TDP, now he can stay on 145W unlimited.

You can try to do a physical mod.
Adding a resistor to the VRM power reporting line might do the trick.
Idk how to do it I only know that its possible! Be aware that hardware info will report a completely wrong power usage and this kind of mod is extremely risk if you don't know what your are doing.
Those mods were usually done by people chasing world record under LN2. They are no longer need to do those mods because MB manufactures now have extremely high end boards design for them.

Not really sure what to say to this. I have an 18 core 2011 V3 running in this exact same board, and it performs almost or better than a 9th gen i9. Every game I play is 144 FPS plus on near max settings. My only critique of this board is the tiny little fans on the top are terrible, and I have to replace them with something quieter. It powers the cpu to its full potential and more.
