In 1978, the Air Force and the French Navy expressed the intention of acquiring a new generation of combat aircraft. Two French and German aircraft manufacturers, Dassault and MBB, began working together, before being joined in 1979 by England, Spain and Italy. In December 1982, Charles Hernu, French Minister of Defense, announced that France would build its demonstrator alone, the ACX, which became the Rafale A, made its first successful flight, fifteen days before that of Panavia's Thyphoon.
