Begging is prevalent in the Philippines also. Many beggars are used by syndicates from other countries to make money for those syndicates. I've seen an influx of beggars brought over from Cebu to Dumaguete just for that purpose.

Most won't rent for less than 6 months, and usually 1 year minimum. If you go to Air BnB you'll be able to find short term units.
