As commented earlier this looks better if the active couples 1 and 4 start with a set out and set in before casting out for the half figure eight, thanks for posting!
That tune is the Irish Washerwoman but it is not the traditional tune for Postie's Jig although it is the correct length. They are standing around because they omitted a setting step at the beginning (4 beats) and a full turn for the actives at the end (4 beats). They are also walking when traditionally it is a two-step with a small skip.
Sorry, but this is a really lazy demo... No set at the start, wrong type of step (just walking actually, not real proper step at all) and incomplete chain + turn at the end. Not quite the right demo to take as an example for learning this dance unfortunately....
