Wastewater plant operator here and I'll explain what happens.
TP is designed to have fibers that break apart super easy. Meanwhile even shredded paper towels have really really sturdy fibers so even shredded they will easily wrap around each other and / or around pumps down the line. If they wrap around each other they can create a horrifying monster known as a "fatberg" which fun fact there's a lego set proposal for one (please promote this cause the industry needs some love cause it's not as flashy as cool stuff like NASA)
These fatbergs can only be cleared by vacuum truck (if it's in reach of the tube) and can have anything in them; the ones that wrap around pumps can only be fixed by hand. Please everyone never flush anything other than piss, shit and TP.

Although I guess it's a thing, it's probably cost prohibitive at the same time. Plus most toilets are typically only powered by water pressure alone and as such most homes built are only fitted to handle that style. You'd have to specifically wire in a electric system near the toilet to power the disposal.

oh god i have a great story on this subject. so i went to bible camp when i was 16 and found out i was one of the oldest kids there. most were ages 10-13. the church decided to have all the girls sleep in the big building on the property (it was basically just an empty mess hall, we all had to sleep in sleeping bags on bare concrete with less comforts than a FEMA storm shelter) and the boys got to camp outside in tents. there were 3 chaperones to 300 kids, so me and my friend started taking bets on day 1 about how long it would take until someone died. the boys were told they could set up their tents wherever they wanted, so there were some fights over the best spots, but one group figured out there was an unlocked empty garage on the property, and so they set up their tent in there. the adults decided they didn't care and let them have it. for the first 2 days, those boys were feeling so proud of themselves for such a clever idea. they were clearly god's special chosen ones.
meanwhile, on the girl's side of camp, there were at least 100 young teen girls all sharing exactly 1 bathroom. inevitably, a good number of those girls were going to be on their period, and they were going to be inexperienced with dealing with it, especially coming from extremely religious households where i'm sure they were usually pulled from all public school sex ed classes by their stupid parents who would rather eat dirt than talk to their kids about puberty. there was a trash can in that bathroom, but apparently, nobody was using it. these kids thought it was a-okay to flush their pads and tampons down the toilet. (to this day i have known grown ass adults who still do this btw. please talk to your kids about periods for fuck's sake)
It only took 2 days for all hell to break loose. The sewage tank suddenly exploded in the middle of the night, and guess where the tank was? that's right, IN THE GARAGE. those poor bastards who were camping in there woke up to a flood of divine retribution like something straight out of the old testament. they came stumbling out of the garage covered in piss, shit, and blood, and i will never forget that smell. i doubt those boys will, either, at least not without a LOT of therapy. the victims of god's wrath understandably went home, and the chaperones, who were terrified that the parents were going to discover just how incompetent and dangerous this whole camp operation really was, called for a meeting where they told us, i shit you not, that the reason why the sewage exploded was because those boys had been preforming "homosexual acts" in the garage. not only did those boys get nickelodeon slime'd in feces, they were accused of being gay in a place where just being suspected of being gay could get you killed.
thankfully, none of the parents were buying this bullshit, especially when more stories about the other stuff going down at that camp came to light (including me nearly drowning when i was accidentally pushed off a boat into a river and nobody noticed) so needless to say, bible camp got shut down, thank christ.

Lived in America for 30+ years you don't have a garbage disposal if you're broke. That's probably your issue. Large food particles go in the bin. Anything not capture by the sink clog goes down the drain

As somebody from the UK, garbage disposals are just such a bizarre concept. Just, scrape the food in to the bin, ALL of it. If a little bit ends up in the sink, just quit being a baby and pick it up and put it in the bin.
Same in Finland. Garbage disposals are not a thing here. Never seen them elsewhere in Europe, either.
It’s not like people in the US are like “oh it’s so hard to scrape my food in the trash, I’m gonna get a garbage disposal installed.” They are already installed in most kitchen sinks and it would be stupid not to use them (within reason).
I scrape my food in the trash and use the disposal for little bits that don’t come off, like for example, washing a pot that has some food stuck to it
I only ever turn on the disposal when there’s reasonably small bits that didn’t come off when I initially scraped the the plate or whatever just to be sure there’s nothing down there. I hate them but they are in a lot of places. I’m literally so scared about stuff getting stuck and rotting and smelly. Would prefer to just not deal with that.

Our last rental flooded with sewer water in the toilets and showers twice a month. They asked us “are you flushing paper towels” we told them “no. We are scared to even flush at all.”
The only thing I'll add to the Garbage Disposal argument is that whatever you do toss down there. Do little bits at a time. This is a nice PSA for anybody like me who didn't know before. I threw an old pot of rice out down the Disposal once. Stuffed it all in then turned it on only to have my pipes clogged. I undid the U-Trap to find all the rice packed in there so tight it was nearly a solid piece. There needs to be space for it to flow through the pipes. Little bits at a time
That or use more water/ put the plug in and fill the sink up with hot water then let the water flush the solid matter down the pipe (the way a toilet does). The reason the rice blocked it is because rice expands when it gets wet

if you remove the toilet completely, you can "flush" larger items, depending how old the system is, might have 4" drain if relatively new. And fun fact, you can even evacuate air down the sewer if youre running an illegal grow op.
