***** no. the original scene has a short fat Scottish man playing Jabba. clearly human. it was scrapped because Lucas decided at the last minute he wanted Jabba to be some sort of alien...but he didn't know what. so when they decided to do a special edition re-release they "Forrest Gumped" the ROTJ Jabba design over the original footage. the line was left as is just for kicks and giggles.
It's amazing how this became so much bigger than George Lucas could have imagined. With it's own lore that has history and story which goes beyond the original characters. All of this because of one ambitious filmmaker.
Lucas was also smart and lucky to get such amazing collaborators in visual and audio design, some of which is down to Lucas or the producers negotiating a high budget for what must have sounded like a B-movie.

What is amazing is to see how all the “special effects” were done with real life props, all the ships, even the Death Star trench, all real, no computer animation. And today is still the day, 40 years later that the movie looks real. The special editions that were remastered and added computer effects are good of course, but it shows that you don’t need all that if you have a real talented team working towards a common goal. Disney with both Marvel and the new Star Wars need to take some examples from this, and also others like DC and their Justice League that flop partially due to cartoonish effects.
