I know, I loved Noir for that 😭 He had a line. He was such a complex character, I wish they hadn't ended him how they did and kept him around a little longer.

He's supposed to be a parallel to A-Train except where A-Train genuinely feels guilt and wants to redeem himself, Deep ends up giving into the darkness and embracing the evil. If you watch the season 4 trailer, you'll see a clip of Deep saying "violence is power" and you briefly see him fighting Starlight and according to the leaks, he's seemingly winning until A-Train saves Starlight. The Deep has always been a piece of shit and even during his "redemption arc" in season 2, he never actually felt any remorse for his actions. You even see it at the end when A-Train is accepted back in the Seven while Deep is rejected and he lets out that emotional outburst where he says he did all that redemption work for no reason.
They literally never tried to redeem him... its so obvious, this show is anything but subtle. Throughout his entire redemption arc the writers put in obvious dialogue that indicates this is ALL performative for him. He doesnt care about making amends, just being forgiven and gaining good standing on the team. Also he is a seriaI raypist, no he is not redeemable. And before anyone mentions A train, NEITHER IS A TRAIN. A train wants to do better, and his character arc is that he is becoming a better person which is cool and interesting to see. But that will never redeem him, the things he did are irredeemable.
He was never trying to redeem himself, he was not sorry, he was sorry he got cought. Honestly I am just flabergasted that there are some people who watch this and just...do not notice very obvious signs that deep is just a total asshole
