It’s extremely difficult to sue the city itself. The case would most likely get thrown out on a demurrer or other pre-answer motion. Local governments have a lot of “immunity,” and it’s pretty hard to overcome.
But it’s an interesting idea. I’m sure a lawyer with enough time and resources could figure something out.

A lot of homeless people in California actually have jobs, but still can't even afford housing, because it's just THAT damn expensive. Many live in their cars, and sleep in parking lots.

The people causing this are NOT just people fallen on hard times. These are people choosing to live this way, and refusing to use restrooms when they have them (see the airport video). Arrest them, and/or place them in mental institutions. They are a massive health hazard to the whole city.

Is this happening only in the garment district? What about the jewelry district, or the flower district? These merchants all occupy the same general area downtown. Why is garbage only piling up around garment shops?
It attracts the same people that live there so, they feel right at home.
