It's evidently Nancy Cartwright (the voice of Bart Simpson) in that second Payless commercial at 12:00. (I didn't recognize her on my own, but I heard it somewhere on TH-cam.)
So many of these or local or at least regional, especially some of the store chains. I never saw them back in the day. Except for Toyota and McDonalds.

Alpha Beta went through this period where they would advertise big sales on random non-grocery items. This ad was for pantyhose, I remember another one from around this time period that was for batteries. Strange for a supermarket. Compare that to Lucky or Ralph's, where they advertised groceries.
