But that does include people taking action as in physically stopping someone like this or helping police to hold them down. Or maybe the best one, citizens should all have a live app to show wanted criminals in what areas they are in so if they see them, they can take action.

At that angle anything is possible! If it were straight down 90, to maybe 30 it's not so bad but at just that slight angle it can send zingers literally anywhere in front of it, be it straight into the store, or 500 feet over it, pretty scary.
With the small size and very fast speed of 5.56 those bullets definitely became many small fragments with much less momentum after impacting the asphalt. Obviously still very dangerous for anyone exposed in that direction but not nearly as dangerous as fully intact bullets.

Quick fact - If you don't commit armed robberies and steal people's guns and then fight with the cops and grab hold of their rifle and then blindly fire it a bunch of times, you most likely won't get shot by the cops! Holy shit. Every single one of those rounds he was firing off in the asphalt were shot at an extreme angle and wouldve been ricocheting into the parking lot. I wouldnt be surprised if multiple vehicles were hit, or even a innocent bystander.
At that angle anything is possible! If it were straight down 90, to maybe 30 it's not so bad but at just that slight angle it can send zingers literally anywhere in front of it, be it straight into the store, or 500 feet over it, pretty scary.
With the small size and very fast speed of 5.56 those bullets definitely became many small fragments with much less momentum after impacting the asphalt. Obviously still very dangerous for anyone exposed in that direction but not nearly as dangerous as fully intact bullets.

That’s exactly what happened in Ferguson, MO (St.Louis) when Michael Brown was shot and killed by a cop. He wrestled with the cop for his gun and, well, Brown died. That’s what started the riots and the BLM movement. I know I’ll get backlash for this comment but it’s what happened. Wrestling with a cop for his weapon does not typically end well.
