The wiki says its probably meant to be a sort of display of power/domination from the personalization A.I. (or whatever malevolent force is contained i the cartridge); how it can easily toy around with a thing many of us saw as powerful back in the day or as the incarnation of our childhood fears, the way the eels are arranged and immobile seems pitiful and sorta humilliating.

for some reason, after beating bowser and dying in the credits, the wing cap light spawns in the normal castle lobby, and looking at it warps you to this place. i thought i stumbled upon an extremely obscure area but apparently you can just get to it from some random tunnel lol

You can touch it and spawn the star, however the star goes out of bounds and can't be collected. It doesn't matter though because it shares the same star ID as the the star you can collect in the level by getting the 5 secrets in the clams.
