Imo, the Luck-Luck fruit is an easy S-tier fruit. JoJo taught me that having the ability to manipulate luck/fate is literally one of the most busted abilities a fictional character could have. I could easily imagine Baccarat taking out Yonkos if she had better planning and wasn't overly cocky.
i think apis probably can talk to sea kings based on how she can talk to any animal, but just because she can talk to them doesn’t mean she can order them around.

For the Tanuki fruit, it was eaten by a pen. Now imagine if someone competent actually got to it, they could basically turn leaves into anything they want.
That Tanuki fruit was actually insanely broken. Easily S-Tier. Using that pen, anyone can create virtually anything they want. It didn't just create weaker clones of people, it created entire lands, cities, armies, and even a copy of itself with all the same powers. (And given the fights the copies put up, I'd argue that the weaker ones were actually stronger than the originals.) You could create island paradises, piles of food, mountains of treasure, harems of beautiful women, castles & mansions, and just about everything else you could ever want, plus a powerful army to defend it all, and live like a World Noble, but without making anyone suffer, just by using a mere copy of that Tanuki pen. Also the Paper-Paper fruit did not have Konan's offensive abilities, making it much weaker, and you missed the Hard-Hard fruit.

With the Whisper-Whisper Fruit, the only combat utility I can think of is maybe convincing animals to fight for you if you're good at persuading. Otherwise it's just a dollar-store version of Voice of All Things.
Good ranking, though I think you missed a few fruits. One that I know just from the movies is Bear King’s Kachi Kachi no Mi. Known in English as either the Hard Hard Fruit or Flint Flint Fruit. Makes his body as hard as he wants including initially surviving a weapon to survive tsunami causing devastation and heat up his body at will. Also one more cool thing about the vampire fruit, Redfield after eating it his attacks in Beast man and human form are surrounded or laughing red mist to teleport. That mist if based on vampire abilities is most likely aerosolized blood from his body. Meaning the Vampire fruit grants flight, a form of life force draining to make him eternally in his prime and immortal, and a means to weaponize his own blood. Pretty strong for a mythical Zoan fruit.
I had the kachi kachi fruit but accidentally said it was the more more fruit and then never corrected it, so i just dropped that one 😅 that vampire fruit really is insane, really would love to see more monster fruits like it
for what it's worth, the wiki is likely mistaken to say that the Vampire fruit is supposed to be interpreted as teleportation. Those "red bursts of energy" they describe are likely supposed to be clouds of red mist, as transforming into mist is a classical vampire ability. BUT he can • Pass through attacks like a Logia with this mist form • Regenerate (he restored his health bar completely during the fight) • Cast illusions (creates a shroud of darkness at multiple points in the fight, and has a move where he creates illusory clones of himself)
The Bijo Bijo no Mi needs to be higher, at the end of stampede when the strawhats were leaving, Sabo showed her a picture or something of Ace and she made a Hologram of Ace to help Sabo give the strawhats a clear exit (The fire wall thing) Just look it up because I probably explained horribly

The Monster Racoon Devil Fruit is super broken too, it can summon infinite amounts of leafs and turn those leafs into anything, from people (around 50-60% of their real strength), weapons and objects, to any attack, even Devil Fruit powers (Enel's lightning, Aokiji's Ice etc.) and even change the environment into anything they want... it was only held back by being fed to a PEN, that gave it human like intelligence and if someone picked up the pen, they could use the powers for themselves...and all that on top off being a carnivorous Zoan, that boosts your fighting instincts and strengths higher than regular Zoan fruits...

Quite the interesting list, I appreciate the fact that you're aren't too obvious with your placements unlike many others out there would make. That said I would like to comment on certain choices not covered by the other comments. Nemu Nemu no Mi: I actually see this as a better version of Uta's fruit because its not dependent on the user having a good singing voice, the power seemingly isn't dependent on the user staying awake, and the user can make themselves stronger from parasitizing off peoples memories. Goru Goru no Mi: This fruit is not that good once you look pass the flash Gild Tesoro pulled off in the film, which fits considering prioritizes flash over substance. The fruit only worked as good as it did because it was in the sole location where it can do the most damage, if you were to take Tesoro anywhere else he would lose almost all efficiency besides the gold he has on him. Being only able to telekinetically control gold really sucks as you don't have the ability to produce the thing you control. In fact, telekinetically controlling a substance is something everything a substance producing fruit can do, we've seen users control structures they create with their mind when they create them. The instant nullification of the ability upon contact with water is such a huge downside to an already limited fruit that it makes any possible use of it even more difficult. Like, a single period of rain can nullify you're abilities. The only advantage this fruit has over the other fruits is that it can manipulate gold in both a solid and liquid state but beyond that its a terrible fruit. Low-C or D tier is where I would put it. Kyubu Kyubu no Mi: This fruit isn't the greatest but I don't think its that terrible to be put into the lowest tier as there can be ways to use cubes to your advantage. Modo Modo no Mi: The ability is simply too limited in scope in potential to be of much use, I can't see it being in A tier at all. Atsu Atsu no Mi: As you said, its a better version of Oven's fruit, I won't be surprised that Oda forgot this fruits existence until he was reminded of it lmao. Bijo Bijo no Mi: This ability actually does have its illusions the ability to interact with their environment, which makes it a pretty good fruit to have in a fight or elsewhere. No clue why you need to have a picture on hand to use the ability though. Goe Goe no Mi: The most one note Devil Fruit ability ever. There's only one application: straightforward attacking. You can only fire it in a straight line, you have to stand still in order for the beam to be stronger, and the beam can be bounced back. Easily a D-Tier. Even the Hiso-Hiso no Mi is better than this. Pasa Pas no Mi: Oh my goodness I am so glad I found a youtuber who DOESN'T dunk on this fruit just for the funsies like Tekken. "Lmao, paper? Really? What a lame ability to have!". Ignoring the fact that the game demonstrated that the fruit can do the abilities of many of abilities all at once. That's not even going into the potential secondary abilities it has as part of the element. Just by looking up the wikipedia article on what paper can be used for and you can get the general idea why Oda let this be used for a video game. The Fruit itself is so versatile that it breaks the setting, with the closest canon Logia that can do as much is Aramaki's fruit.

Can he make any plant-based material grow? Well, now he can sink an entire fleet by looking at it and causing the keel of the ship to grow, essentially snapping the ship in half, or cause a person to be ensnared in the plant-based fibers in their clothing. He also has an infinite supply of any rare plant he's gathered in his adventures. Indestructible wood from a tree that takes a thousand years to grow? Done. Human clones grown in plant pods? Done. Exploding plants, plants that let you fly, plants that fill the air with spores that put everyone to sleep, plants that nullify Haki... You could give this man literally any power and make it make sense because it's a plant he found somewhere in the one-piece universe.

I think that sickle fruit is underrated, he literally can make a cutter gale that cuts rocks like paper(luffy have a plot armor 💀) so i put it on B, and mini fruit depends of the owner so i put on B below cheetah fruit or in the same place, and noku noku in A(his spores).

Plain-old super-heating has always been an interestinv power to me. Just being able to melt anything you touch and even throw it, unleash short-range bursts of super-heated expanding air, it is way more interesting than just shooting fire.
Yeah the guy from the ice hunters arc was really creative with how he used his fruit to glide around by melting the ice, make basically a shield from the expanding hot air, manipulate air currents to create tornadoes, manipulate heat currents in magma to make it rise, and fly with steam. meanwhile all oven does is just melt things.
wanted to mention...the Goru Goru no Mi's ability to see and hear things near gold the user has touched, thats an awakened ability Uta's fruit would be more broken, if all its effects occurred in the real world

Im pretty sure adio's fruit is the ability summon those fists and manipulate anything they touch. Unfortunately, no one even speaks about it and I haven't played the game, so someone tell me how it works.
Uta is canon, only the movie were non canon however the character Uta is canon and so her powers are too. Same could be said for the movie Strong World and we get alot of Shiki, that movie is not canon but Shiki is a real character, he were named dropped in the manga/anime and at last finally got shown in the manga, will later be part of the anime.
I mean the fruit that lets you take the appearance of dead people could be one to really mess someone up seeing their dead relative walking around. Just think if Luffy got news that Ace was spotted walking around an island and rushed there only to find this guy had been messing with him.
The mono mono fruit is the biggest no brainer new tier above S fruit no matter the case. Yes the clones are weaker but "Here, fight my 17,000 Kaido's each one weaker than the original. It's still gonna be overwhelming even for kaido himself. You can create an extremely loyal crew of 50,000 shanks, 50,000 kaidos, 50,000 mikaws, 50,000 akainus, 50,000 dragons, 999,999,999,999,999 Luffys, infinite rogers, infinite whitebeards, and infinite xebecs." They will all be a bit weaker than the original...

IMO the block block fruit should not be in D tier and the gold gold fruit shouldn't be in A tier. the block block one you can turn anything into cubes and blocks, and you control them that's infinite ammo, so maybe the user wasen't the greatest but this has huge offense and defense applications. The gold gold one is only good if you have access to ridiculous amounts of gold, almost no one in the one piece verse could use this effectively except this guy so from a fruit perspective not user i think the block/cube fruit is B tier and the gold fruit is like C tier.

She could only create one illusion and they are translucent and obviously illusions so you can't trick people, and you need to be touching a picture of what you want. It's very limited

Quite the interesting list, I appreciate the fact that you're aren't too obvious with your placements unlike many others out there would make. That said I would like to comment on certain choices not covered by the other comments.
Nemu Nemu no Mi: I actually see this as a better version of Uta's fruit because its not dependent on the user having a good singing voice, the power seemingly isn't dependent on the user staying awake, and the user can make themselves stronger from parasitizing off peoples memories.
Goru Goru no Mi: This fruit is not that good once you look pass the flash Gild Tesoro pulled off in the film, which fits considering prioritizes flash over substance. The fruit only worked as good as it did because it was in the sole location where it can do the most damage, if you were to take Tesoro anywhere else he would lose almost all efficiency besides the gold he has on him. Being only able to telekinetically control gold really sucks as you don't have the ability to produce the thing you control. In fact, telekinetically controlling a substance is something everything a substance producing fruit can do, we've seen users control structures they create with their mind when they create them. The instant nullification of the ability upon contact with water is such a huge downside to an already limited fruit that it makes any possible use of it even more difficult. Like, a single period of rain can nullify you're abilities. The only advantage this fruit has over the other fruits is that it can manipulate gold in both a solid and liquid state but beyond that its a terrible fruit. Low-C or D tier is where I would put it.
Kyubu Kyubu no Mi: This fruit isn't the greatest but I don't think its that terrible to be put into the lowest tier as there can be ways to use cubes to your advantage.
Modo Modo no Mi: The ability is simply too limited in scope in potential to be of much use, I can't see it being in A tier at all.
Atsu Atsu no Mi: As you said, its a better version of Oven's fruit, I won't be surprised that Oda forgot this fruits existence until he was reminded of it lmao.
Bijo Bijo no Mi: This ability actually does have its illusions the ability to interact with their environment, which makes it a pretty good fruit to have in a fight or elsewhere. No clue why you need to have a picture on hand to use the ability though.
Goe Goe no Mi: The most one note Devil Fruit ability ever. There's only one application: straightforward attacking. You can only fire it in a straight line, you have to stand still in order for the beam to be stronger, and the beam can be bounced back. Easily a D-Tier. Even the Hiso-Hiso no Mi is better than this.
Pasa Pas no Mi: Oh my goodness I am so glad I found a youtuber who DOESN'T dunk on this fruit just for the funsies like Tekken. "Lmao, paper? Really? What a lame ability to have!". Ignoring the fact that the game demonstrated that the fruit can do the abilities of many of abilities all at once. That's not even going into the potential secondary abilities it has as part of the element. Just by looking up the wikipedia article on what paper can be used for and you can get the general idea why Oda let this be used for a video game. The Fruit itself is so versatile that it breaks the setting, with the closest canon Logia that can do as much is Aramaki's fruit.
The Plasma fruit is basically a better verision of Enel's Goro* Goro* no Mi

Can he make any plant-based material grow? Well, now he can sink an entire fleet by looking at it and causing the keel of the ship to grow, essentially snapping the ship in half, or cause a person to be ensnared in the plant-based fibers in their clothing.
He also has an infinite supply of any rare plant he's gathered in his adventures. Indestructible wood from a tree that takes a thousand years to grow? Done. Human clones grown in plant pods? Done. Exploding plants, plants that let you fly, plants that fill the air with spores that put everyone to sleep, plants that nullify Haki... You could give this man literally any power and make it make sense because it's a plant he found somewhere in the one-piece universe.

Plain-old super-heating has always been an interestinv power to me. Just being able to melt anything you touch and even throw it, unleash short-range bursts of super-heated expanding air, it is way more interesting than just shooting fire.
Yeah the guy from the ice hunters arc was really creative with how he used his fruit to glide around by melting the ice, make basically a shield from the expanding hot air, manipulate air currents to create tornadoes, manipulate heat currents in magma to make it rise, and fly with steam. meanwhile all oven does is just melt things.

Uta is canon, only the movie were non canon however the character Uta is canon and so her powers are too. Same could be said for the movie Strong World and we get alot of Shiki, that movie is not canon but Shiki is a real character, he were named dropped in the manga/anime and at last finally got shown in the manga, will later be part of the anime.
I mean the fruit that lets you take the appearance of dead people could be one to really mess someone up seeing their dead relative walking around. Just think if Luffy got news that Ace was spotted walking around an island and rushed there only to find this guy had been messing with him.
