You could use the Nestle Milk Pak Dairy Cream. But keep in mind that out of every 1 kg of this cream, you should expect to get, at most 320 to 340g of butter (depending on how much water you squeeze out of the final butter you get). This is because Milk Pak Dairy Cream label shows that it contains about 30% fat. So, in terms of butter, you will end up with 32 to 34 percent of the original cream quantity.
Do not use any non-dairy cream or any cream which is sweetened (like Nestle Milk Pak Whipping Cream).
Where I live, I have made butter from unsweetened whipping cream which contained 35% fat. I ended up with 180g butter from 500g cream. I only did it as an experiment. And did not do it again because it was not worth the money and the effort. I also cooked some of the butter to make ghee, but this too was not worth doing because dairy ghee can also be bought at a more cost-effective price.

Balai cannot be used for icing or frosting, it can't be whipped. You can use it in cooking and mix in desserts

Yes u can use olpers or milkpak for Ice cream.
Nestle whipping cream is Rs 140 for 200ml
Whippy whip cream is Rs 250 for 500ml

Heavy cream can be used as whipping cream but its not available in Pakistan.

I have tried nestle, olpers and haleeb none of them whipped up even using frozen steel bowl and electric whisk, what am I doing wrong 😫

Place cream in the freezer for 1/2 hr too or in fridge for 1 day. Cream should also be chilled. U can also try whippy whip cream, it whips v easily
