How to fix Windows Windows 11 Settings Not launching & Crashing, Fix Windows 11 Settings does not start
Step 1) Update Windows 11
Windows + I
Step 2) Run DISM and SFC command:
Ctrl + Shift + Esc
sfc /scannow
DISM.exe /Online /Cleanup-image /Restorehealth
Step 3) Press Ctrl + Shift + Esc
Type powershell
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
Get-AppxPackage Microsoft.Windows.ShellExperienceHost | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
Step 4) Update Windows 11 Using Media Creation Tool
Windows + R

So I could open settings but it wouldn’t show any time I clicked it on the tool bar. Turns out I had somehow projected it onto a second (non existent) monitor…
Using windows key + P opens a menu and merges it back to the main monitor. I tried everything only to figure out I was stupid.
I was genuinely stumped for almost a month of on and off trying to fix it. Best of luck to anybody who also sucks with computers.

@@zaiidN not really. i built a desktop and cloned the drive from this laptop to put into the desktop. on the desktop, the problem magically stopped existing.
on the laptop, i haven't even checked since because it only has 1 display now so no reason to touch those settings really.
regardless, it seems like it was a graphics problem. the laptop's gpu is super f'd so that's my guess.
