Brand new HP Pavilion (Ryzen 7) laptop exhibited problem immediately after setup process. Actually, attempting to open Quick Settings did absolutely nothing (no blank banner as described), also, the speaker was muted with no method to unmute - being the reason I wanted to open Quick Settings. I guess things have moved on as it appears Windows Update sorted the problem out. However, I liked your clear instruction and pace :)

For me the quick settings was coming half and rest of the part was not loading at all. I just ended this task Windows Shell from task manager and its working again.

Thank you for your info. I followed all instructions and no luck. at 3:30, you mentioned to create a new user, and to click Search and type in settings and open settings - It won't let me. The settings icon pops up on my lower bar, and simply is locked there. It will not allow me to open Settings App from ANY method I have tried, simply locks on my lower bar. I ran into this issue with a new system, only a week old, and very little uploaded to it. so instead of reloading Windows 10, I did the upgrade to Windows 11 and the problem STILL persists. Ideas?

I experienced the same thing, action center and language options on the taskbar became a box that didn't show anything. I tried various ways including the tutorial in this video but it still doesn't work. Can anyone help?

@@hariharasudhans7828 Yes. You know, what happened in the end? Windows update also does not provide any improvement. Like what happened to me was a kind of bug when updating and installing Windows 10 to Windows 11. Finally I was forced to completely reinstall Windows and luckily all my personal data was backed up beforehand. A little inconvenient but finally able to try Windows 11 and feel the interesting features but still feel the need for the latest update from Microsoft to make it more perfect.

For those of you who get no results from any of these steps, the following resolved it for me:
In a command prompt (I don't think it needs to be run as Admin since its for Current User):
REG DELETE "HKCU\Control Panel\Quick Actions" /F
taskkill /f /im explorer.exe
start explorer.exe
I’m not sure about the delete part. I dont want to do this and risk losing stuff
