We celebrate it for victory of Lord Ram over Ravanacand his return to his kingdom after 14 years of Canvass.
So no it's not a festival of lights.
Its the day marking the death anniversary of Jain founder Mahaveer. Its called 'Dipalikiya'. Meaning the passing of light. People fast for 10 days and will listen to the Jain monks about the principles that Mahaveer told them and in the new moon day, they will lit the lamps and have a feast. This is Deepalikiaya.
