Trooper's Report: On May 11, 2024, I was stationary at the westbound scales on Interstate 40 near the 284-mile marker. I observed a blue Nissan Maxima (TN: 413BJHQ) traveling westbound with what appeared to be blue flashing lights activated. I initiated a traffic stop on the vehicle near the 283-mile marker of Interstate 40 westbound. Upon the vehicle coming to a stop the driver, later identified as (RICHARD E. BLAINE) immediately exited the vehicle. I noted that Blaine wore an outer ballistic vest carrier with SECURITY marked across the chest. I ordered Blaine to remain inside the vehicle, and upon reentering the vehicle he began to flee westbound on Interstate 40. I pursued the suspect vehicle that reached speeds in the triple-digits while traveling across all lanes of traffic and nearly striking other motorists. Due to Blaine’s disregard for his safety, the safety of two passengers in the vehicle, and the safety of the public I deemed it necessary to stop the vehicle. I performed a tactical vehicle intervention (TVI) near the 278-mile marker of Interstate 40 westbound. After the TVI, the vehicle was disabled and I along with several other state and local law enforcement officers conducted a high-risk felony takedown on the suspect vehicle. Blaine repeatedly failed to comply with orders and eventually, Officer Darrell Prewitt with the Marion Police Department deployed his K-9. Blaine was then taken into custody. Upon a search of the suspect's vehicle, a firearm, a handheld radio, a tactical belt consistent with what is commonly used by law enforcement, and the above-mentioned flashing lights were discovered. Blaine was transported to Crittenden Baptist Hospital by West Memphis Fire and Rescue for the injuries he obtained from the K-9 deployment. Blaine was cleared by medical personnel and was transported to the Crittenden County Jail by Trp. Dairren Evans #573. When I first started in LEO 20yrs ago we were also taught to tell the motorist to stay in the vehicle, and there’s some very good reasons for that such as it’s safer from other vehicles. However comma pause… Pretty quickly it became apparent that if a suspect wanted to exit the vehicle, it’s better to have them outside rather than inside. Sure, he can move about, run on foot, or if armed it’s easier for him to fight. But a lot of times the gun is in the car, or just like in this case, they go back inside to run with the car. Tell them to stay inside, if he persists, probably better to immediately detaine the individual in cuffs and figure out what’s going on.
However the Sargent later scolded him... He had to make sure that the Meat Seeking Missile understood that "giving a raised leg salute" is not considered "Baptizing" the Suspect, nor a "High 5"!

Incredibly careless of the K9 officer releasing that dog while those people were in between him and the suspect. If those people kneeling had moved suddenly, the K9 would have attacked as they do not know who the bad guys are. Many police officers get bit because of careless like this. Speaking here as a retired law enforcement officer with 23 years experience with K9s.
The driver was about as bright as a burned out bulb. Got to love the Dog , He was great and managed to get in on the action ( a Bite maneuver ) and help educate that burned out bulb.
The handler/dog combo needs some serious recognition. All too often we see on these videos a dog out of control and not following commands. That dog listened to the handler's commands not to bit the 2 suspects that had complied and was redirected immediately onto the uncooperative driver. Bravo Blaine and handler. It is obvious you two are well trained.
I've never seen a Leo canine out of control, I'm wondering where you've seen this happen that you reference in this comment....Leo canine receive extensive training and on going compliance training as do their handlers, the price put on Leo canine's of every type, sniffers, pursuit, cadaver dogs is 50k and upwards per dog, now if you're referring to ESA pets that's completely different and those pets, dogs, whatever animal are NOT trained medical alert service dogs, working service dogs are also very costly, extensively trained and the owner who receives them is trained to correctly cue the dog for the tasks they're trained to perform, these are the dogs that go to people with a genuine, documented need, ESA dogs are just someone's pet that does bring them comfort but they aren't the same as a working service dog and by law do not have the same public access as a service dog that is bona-fide

I have a Mal rescue (owner surrender) we do six miles in the morning just so I’ll have a whole intact couch when I get home from work. The few times we have not done the whole six there is always a surprise waiting for me (fridge opened, stove disassembled etc) I first started with leaving her alone for 2 hours and slowly worked it up to 6 hours, which is the max she can be alone (she broke out of her escape proof crate on the second day) but you better believe she is ready to go the second I get home, my tracker says I do over 20,000 steps a day. I just timed her run over a measured course and it was 30mph (from a stand still) That said, besides the energy level and the fact they want to bite/chew anything in sight, they are amazing to live with, easy to train if you put in the time, lots and lots of time. so smart they know what to do without you asking, many times just hand gesture, mouth clicks or nods are enough for them. They bond with you like no other dog, Velcro dog always at your side, leaning or touching you in some way. it’s pretty intense. She is the most loving dog I’ve ever owned. Don’t want to make it sound too easy, it’s not, they are a handful and owning one is a full time job in its self, AND YOU HAVE TO TRAIN EVERY DAY to stimulate their mind or they are the most destructive dog imaginable. I’m single and have very flexible work hours otherwise it would not be possible. There are two new movies/shows out right now with a Mal, and unfortunately there will be people who get one based on the cool factor and both the person and the dog will suffer with the dog suffering the most.
@@isorobot - This seems to be the case with all working breed dogs. I housesat for a guy's 9 year old Corgi for a week and from the moment I woke up till I went to bed, he expected me to keep him occupied with something to do. I was lucky if I got a solid hour alone at the computer before he would look at me expecting another walk (5 a day), tug of war with the rope, chase the balls, a snack, etc. The owner told me if I had to go to the grocery to put him in his crate and told me about the time the pup destroyed a custom made leather coat in retaliation for being left home alone:) He was a lot more work than a friend's German Shephard who was quite content taking naps. I much prefer these challenging breeds to stupid, little, yappy dogs.

There was a chase a long while back where the first thing the guy did after taking off from the stop was throw a water bottle out of his sunroof and it hit the trooper's car. At the end of the list of charges was littering.

As a German who is forced to praise e-cars as police vehicles (top speed 170 km/h / 105 mph) as a social benefit, I am amazed at HOW MANY police officers and vehicles are on the scene in a short time - it seems to me, half of all Americans are police officers and drive through the USA at a distance of 1000 meters so that they can be anywhere immediately.... 🙂
@@chris52209 I work in Hamburg (Germany) in a large government agency. When a hostage was taken, around 20 to 30 emergency vehicles (two or three people) were at the scene within 5 minutes. Where I live (population 70,000) and the villages on the city limits, a car arrives at the door after about 10 minutes during a full shift (during the day). At night it can take 20-30 minutes - without a backup.
If you’re going to do stupid things like this, then move to California. Unfortunately for this fool, the laws are still enforced in this state. Thank you law enforcement for all you do to keep us safe.

Malinois are mind blowing! I've had Dobermans for over 40 years that obtained working titles and some that were show ring dogs. There's NO WAY I would ever feel competent enough to keep a Malinois or Dutch Shepherd's brain and physicality stimulated enough. Ever! They're freaking machines covered in fur!
I hate when people buy them for pets and have no idea.

I have a Mal rescue (owner surrender) we do six miles in the morning just so I’ll have a whole intact couch when I get home from work. The few times we have not done the whole six there is always a surprise waiting for me (fridge opened, stove disassembled etc) I first started with leaving her alone for 2 hours and slowly worked it up to 6 hours, which is the max she can be alone (she broke out of her escape proof crate on the second day) but you better believe she is ready to go the second I get home, my tracker says I do over 20,000 steps a day. I just timed her run over a measured course and it was 30mph (from a stand still) That said, besides the energy level and the fact they want to bite/chew anything in sight, they are amazing to live with, easy to train if you put in the time, lots and lots of time. so smart they know what to do without you asking, many times just hand gesture, mouth clicks or nods are enough for them. They bond with you like no other dog, Velcro dog always at your side, leaning or touching you in some way. it’s pretty intense. She is the most loving dog I’ve ever owned. Don’t want to make it sound too easy, it’s not, they are a handful and owning one is a full time job in its self, AND YOU HAVE TO TRAIN EVERY DAY to stimulate their mind or they are the most destructive dog imaginable. I’m single and have very flexible work hours otherwise it would not be possible. There are two new movies/shows out right now with a Mal, and unfortunately there will be people who get one based on the cool factor and both the person and the dog will suffer with the dog suffering the most.
@@isorobot - This seems to be the case with all working breed dogs. I housesat for a guy's 9 year old Corgi for a week and from the moment I woke up till I went to bed, he expected me to keep him occupied with something to do. I was lucky if I got a solid hour alone at the computer before he would look at me expecting another walk (5 a day), tug of war with the rope, chase the balls, a snack, etc. The owner told me if I had to go to the grocery to put him in his crate and told me about the time the pup destroyed a custom made leather coat in retaliation for being left home alone:) He was a lot more work than a friend's German Shephard who was quite content taking naps. I much prefer these challenging breeds to stupid, little, yappy dogs.
I love that among the charges, improper turn signal & tailgating. FINALLY, I'm reading about one of these where they tally everything up instead of the usual "well, we charged him with the big stuff, we don't want to waste time/energy on the rest."

There was a chase a long while back where the first thing the guy did after taking off from the stop was throw a water bottle out of his sunroof and it hit the trooper's car. At the end of the list of charges was littering.
That is the list of *filed* charges. Unfortunately, during (or, before) the trial, plea bargaining will get many charges dropped or they'll become concurrent.

As a German who is forced to praise e-cars as police vehicles (top speed 170 km/h / 105 mph) as a social benefit, I am amazed at HOW MANY police officers and vehicles are on the scene in a short time - it seems to me, half of all Americans are police officers and drive through the USA at a distance of 1000 meters so that they can be anywhere immediately.... 🙂
backup showed up quick because they were near a city I've seen backup units take up to 10 to 12 minutes to show up in some of these videos
@@chris52209 I work in Hamburg (Germany) in a large government agency. When a hostage was taken, around 20 to 30 emergency vehicles (two or three people) were at the scene within 5 minutes. Where I live (population 70,000) and the villages on the city limits, a car arrives at the door after about 10 minutes during a full shift (during the day). At night it can take 20-30 minutes - without a backup.
