I personally liked it a lot. It was a call to a more comic book type of feel /costume. Yeah it’s not as badass, but is probably the one truest to the comics and Steve at that point in his life. Like Phil says “we could use a little old fashioned”

(If he had been an expert, then he could have used the stone to bring back vision without reverting the other avengers.)

It's because he was trained in martial arts as the winter soldier. When the winter soldier in him disappears, he doesn't remember the training he has been given. Thus, he only has the physical attributes of a supersoldier.

The Winter Soldier street fight was about the best of the entire franchise from a choreography point of view, but every one of them in that movie was top notch.
