Did you know there are two versions of Green Missile? If you input it like a smash attack, it goes slightly farther and hits harder. I think a good buff would be letting the smash input of it go through opponents it hits, that way you could cross people up and not get blocked by just getting hit.

Can I just say, I REALLY hate the design philosophy they had for Luigi... The entire reason his recovery and movement is the way it is is because Sakurai just really wanted his movement to be shaped like the letter L. He can go straight sideways, and he can go straight up, but his air speed is so slow so to keep it that way. Its annoying, because in the Smash Bros. loading screen tips, it claims that Luigi has "aerial superiority" compared to Mario, even though Mario is significantly more threatening in the air than Luigi, and its all because of air speed. The reason it bothers me so much is because that's NOT how Luigi works in the Mario games. Luigi is superior to Mario in both movement speed, jump height, and air mobility, but he also skids around and has less control. But Sakurai designed Luigi before Luigi even really had notable appearances in games. Basically he made up Luigi's moveset from scratch (well, technically he was a semi-clone of Mario, but you know what I mean) instead of basing it on the source material (because there was no source material). And because of Sakurai's INSISTANCE on not changing veteran movesets too much, Luigi still remains as slow as a rock when he's in the air. :( Also, I just hate how weak the sourspot of Luigi's up special is. It doesn't really do any knockback at all, which was really unnecessary, since its punishable enough as is.
In smash the only stats they got right are his jump height and floatiness, everything else about him is just worse than Mario. The only things saving this character are his ridiculous frame data and combos. Even his low traction got removed.
What complicates things is that whilst he's faster in some games, he's slower in others. I recall reading that Mario can jump further in Mario Galaxy, but it's been a long time since I last played it. I'm honestly kinda glad the devs doesn't change the movesets of characters too much, though I do see room for improvement. Tbh, I'd rather buff Green Missile than outright remove it though.
Buffing his airspeed would give Luigi a MUCH healthier kit already. Not only would it make him feel like he’s fighting on the same planet as you but it would also get rid of his 0-deaths and free 50% combos while still giving him the resources to combo if you wanna work for it. I’d be all for this change
Literally the main reason why Luigi is so low on the tier list. You didn’t even mention that Luigi probably takes the most time recovering in the game, giving plenty of time for brawlers to edgeguard, zoners to ledgetrap, etc.

As an Luigi main, Green Missile actually isn't really that useful for recovery, because up B's amazing vertical distance, you would just air dodge to go back on stage, or just go very low. Up B is a kinda good counter to edgeguard, due to coin, which sometimes works, and you would never really use green missile, especially BECAUSE of misfire, because that little vertical boost that Misfire does NOT give you, so in my opinion, I think green missile gets ruined BECAUSE of misfire, and of course, just getting edgeguarded.
I think if Green Missile get replaced in the next Smash game it should be the flash bulb from Luigi's Mansion, it would be a charging attack where Luigi charges his flashlight just like in Luigi's Mansion 2 & 3, you can't cancel or store the charge and upon release it deals slight damage and stuns opponents facing the attack, the charge increases the radius, to compensate for the loss of Green Missile's horizontal movement Luigi would be given better horizontal movement from normal jumps and his up special
It really sucks fighting against someone with a counter and having to try to recover as luigi. I hate it a lot. Also never use this move in neutral unless you actually wanna just fool around and hope for a misfire. What annoys me is yes the misfire is strong and can kill, but moves like peach’s side b and pikachu’s are pretty safe of shield. Luigi’s green missile is really bad on shield. Even misfire is.
The way Luigi is so unpredictable and spontaneous is why I love using him. It speaks to his character throughout the entire Mario franchise, as well as the game. Playing any character feels like thats how the character would be in SSB only. But Luigis gameplay is probably how he’d act outside of ssb. And who doesnt love gambling

I can't overstate how obscene it is to have a character who's ENTIRE recovery banks on RNG. Misfire has a 10% occurance rate and you have a 50% chance of getting stuck in the wall, meaning move works as intended 45% of the time and even with the odds being less than half the move is STILL terrible. Compound that with Luigi's tech jump, if you tech a stage spike (which WILL happen because of your head getting stuck) Luigi's Tech jump sends him too far for him to drift back to ledge, his Up-B offers virtually no horizontal drift and you've already burned your double jump before Missiling to stage so you'll most likely just die for TECHING. YES you can always react, but the amount of things you need to process on REACTION is ridiculous. Keep in mind that this situation is your "REWARD" for using your recovery move, potentially avoiding your opponent's edge guarding attempt, the game screwing you over by making you vulnerable for literally no reason, and you successfully anticipating your opponent trying to stage spike you afterwards. It honestly feels like an extreme oversight by the developers but no one ever brings this up because of the "Dreaded Zero-to-Death". While I'd love to bring back Cyclone as a recovery move, it would take ton of fine tuning to not make a repeat of Smash 4 or make it even more frustrating than it is currently, so I'd be okay with just giving Luigi's aerial Up-B more drift afterwards akin to Brawl, so he can survive stage spikes and use it SLIGHTLY further away from the stage while still being able to grab the ledge a lot of I feel like that's pretty reasonable buff.
I would say Belmonts Up-B is the worst considering it is useless is many scenarios where F-air and Up-air could be used instead. Or anything Doc has, his recovery is doodoo as a whole. Mac might as well only have side-B, and Chrom has zero horizontal movement. But the video is pretty good!
I’ll do you one worse: Pit / Dark Pit sideB. A lot of the same issues, except it puts him in atrocious lag offstage, and on-stage it’s one of the most punishable moves in the game people don’t know about. Easy as hell to parry to since its startup is crazy, and even the laggiest moves in the game like Snake fsmash, DDD fsmash, and Lucas usmash can usually punish it on parry (I think, one of those is 1 frame too slow, meaning you HAVE to shield). The armor is also laughable since it doesn’t last that long and the hitbox itself after detection is frame 2 meaning he is vulnerable for 1 frame to get interrupted. So yeah there are a lot of similarities, but I guess since my recovery generally is not as atrocious, I’ll give worse recovery move to you, but since you included other aspects like onstage capabilities and edgeguarding, I’ll still say Pit sideB is worse. I play Luigi in 4 and Brawl and man did they gut him in every aspect I enjoyed. Great content, though, I look forward to more
