And even when law enforcement ground units back off for safety reasons (not discontinuing the pursuit)...technology...and keeping in communication...will, more often than not, continue the pursuit with resulting capture. What you say is just nonsense.
When this chase showed up on my feed, I thought it was Harry and Meghan with the paparazzi in a near catastrophic chase.

As a viewer, spike strip is less exciting than PIT & TVI.
As a taxpayer, spike strip seems a better way to reduce asset loss and injury of deputies which both comes from tax money.
Having said that, there are situations for PIT maneuver.
