Tanking is a good strategy, if you are not losing major building blocks along the way. Having 14.5% at first, 50% at top 4, and worst case 5, is much better than having 3% at first and 90% at 11. Accumulated draft picks from different teams also increases your odds for the number 1 pick, and gets you another chance with a lottery pick. In the 2023 class, the Spurs won and were tanking, in the 2022 class, the magic won and - they were tanking, and in 2021 - the pistons won - guess what? They were tanking. The Mavs tanked in the end pf last season and used their lottery pick for Lively - if you cannot compete, your cieling is a playin spot, tanking is much better option.
The first step in realizing your team is going nowhere is start trading away the veteran players. Granted the Bulls management held on way too long but they are stumbling in the right direction.
