It's one thing to match the unusual, deep, subdued voice of Nimoy, simultaneously nasal and throaty... but it's another to sound spot-on like OLD Nimoy. and his Old Shatner is perfect too. He sounds just like "Shatner deliberately exaggerating how he sounds for comedic purposes" when he does that bit.
It's literally as he says. When you're doing an impression (he used Kirk as an example), he's exaggerating certain features and inflections of the person in question for satirical effect. You're 'forced' to interpret it as Kirk in a sense. However, when doing replacement voice acting, you're not trying to play it up, you're trying to make it sound natural. Think to all the hundreds of hours of Spock speaking, including the most mundane things. That's where you need to go. When Nimoy was on screen himself, your brain didn't have to accept that voice, you knew it was him already. In this case, the more you think about it, the more you want to hear the exaggerated version of Spock, instead of a natural delivery of Spock's voice. In any case, why Kirk? Problems with that...since Shatner historically has been very possessive of his role as Kirk while also kind of hating it, plus in-universe he's you know...dead.

Really his only problem is that he's significantly younger, I think the older he gets the better his Spock will be.
