Escobar National Airport doesn't look fully complete, the auto garage doesn't exist yet, the mariana in the south part is absent, but the rest looks complete. It looks like Vice City during 1969.
At first I did not think this looked like Vice City, but now I see that it is almost like it :) You could change some buildings to match the vice city ones better I love the city though!
wow vice city has the worst design and use of space by leaps and bounds. Really hard to see anything else here. 60 percent water space, 10 percent beach, 30 percent roads

it’s mostly the mainland, cause that’s when it had many lands with nothing, the beach part looks normal
