So the software that was used to made this game contains codes which allow you go in order through the game In coding there are matches that changes and combine together every single frame displayed in the screen. Like a say there’s an order that this game was made but this guy got in to the files and saw the combination of codes that pops up the final mission. The attempts you saw in the video were him trying to get the final mission codes. glitching and doing all that nonsense shit you saw. I guess that version of gta vice city was altered. I try to do the same and the game crashed in my pc

By doing certain stuff with the replay function you can basicly select every mission you want because of how the game is coded. And he selected the last mission and beat it.
