@@tamoeri A surprise wedding is still a wedding. Also in my country witnesses are optional and not required. In half of the US-States witnesses are also only optional. May you should just search for an answer yourself instead of asking.
My older sister didn’t even get an invite to my wedding not that she could even cross the boarder. And if she had shown up, with HER husband, there would have been people in jail on my wedding day. Best she just stay in Canada.
