Yeah... without exception both the liberty settler and worker spawn (in order, if the spot is blocked by another civilian unit/mountain) on the SW>SE>W>E>NW>NE tile.
Why not settle on the hill NW of the gold tile so you could be on a hill? Is it not worth the extra turn? Cause you would of been right next to the 2 food lake tile at start.
dont see how settling quangzhou in a spot that overlaps with every strategic or bonus resource of your other cities is a good city spot. also no unique lux. should have settled on the river 3-4 tiles west. and a city above that for the copper. guangzhou is city for after national college, since you are liberty its ok but just more of a hapiness drain than anything else. the potential gains here from hydro plants is too massive not to settle rivers here first.
