its completely broken in multiplayer. 1st person to get upgrade ruin to spearman can go crazy. In single player it doesnt work on higher difficulty levels your military will be too low vs AI

Ideally, both. You don't want to steal more than 1 worker a game (you'll get a resting influence hit), however you can tribute as many times as you're able without any permanent penalty.
my god the demand tribute mechanic in multiplayer is broken. El Dorado is worth 500G for first person to find, you got at least 1500G worth of workers and gold from demanding tribute
