Moving an army requires some coordination and thinking a move or two ahead to ensure you lose fewer units and level your army as quick as possible. Here are some things to look out for as you move your troops in and out of combat.
When you have a damaged unit, you might be tempted to fortify him to heal, but take a look first at how close to a new level the unit is. If he's close, it's better to attack, get the xp, and then when you pick his new level, he'll heal to full.
This can be used when units aren't all that close to leveling as well if you're trying to burn a city down quickly, but this does have some risk that units will get attacked and die.
If you have several units that can attack, plan out the right order of attacks so that more of your units get experience. Instead of killing a unit or city straightaway with your most powerful attacker, let your weaker attackers and ranged units get hits even if it's not needed to complete your objective. This way you get all your units experience and make them stronger faster.
Similarly, move units into better positions to maximize attacks. In this instance, I have a level 4 ranged unit that gets 2 attacks. By moving him forward, I'm able to attack the closer boat and the boat further away in the same turn where if I would have left him in place, I couldn't have attacked that far boat.
If you have a unit that is up for promotion and you want to move him somewhere else, move him part way and then promote. You've got to have 1 movement point left to do the promotion, but if you can move him a hex or two first, you'll get him closer to the action faster.
Also related to promotions, a unit that has the level 4 double attack can attack once first and then take a further promotion, giving you some damage and still allowing you to promote the unit. While you "miss out" on the xp from the first attack, your alternative is to promote him straightaway in which case you still don't get xp and you don't get the damage from an extra attack.
It's often advantageous to move a highly damaged unit to heal instead of leaving them where they are. In enemy territory, the base healing rate is 5 hp per turn. In neutral, you heal for 10. In your own territory, you heal for 15. A unit with 80 hp damage is going to take 16 turns to heal in enemy territory where it would only take 6 turns to heal in friendly territory or 8 turns to heal in neutral territory. It's often fewer total turns to move a unit into friendly territory to gain the extra healing.
The last tip here is if you're about to take an enemy city and plan on keeping it, think about who you want or need to be in that city since the city will offer protection on the enemy's next turn. A highly damaged unit that is still strong enough to capture the city will be protected from death if you capture the city with that unit instead of one of your stronger units.
