I just recently learned and more easily noticed the use of rear projection in that exterior shot of Cruise walking the street. It adds to a certainly unusual artificiality that I think you are referring to. I'm thinking it also was maybe the only way he control the spatial arrangement of that particular moment. It certainly wasn't as obvious to me in earlier video versions of the film and now that I have a bigger projection to watch and review.
