Problem yeh hai, ki isme protein aur fats nahi hai. Isiliye blood sugar spike ho raha hai. Sirf fibre se kaam nahi chalta. Carbs ko balance karne ke liye fibre ke saath saath protein aur fats bhi zaruri hai. Har meal mein protein (meat or eggs) zaruri hai to balance the carbs. Saath mein fat (ghee or butter) bhi zaruri hai.

you can replace the sugar in tea with Stevia - its a natural sugar-free sweetner used globally. Please check your sugar late at night before going to bed to see if it is high then - some people get what is named "dawn phenomenon" - their liver pumps glucose in an effort to provide energy for waking up process - they get high sugar in the morning even without eating anything.

Why jowar bajra why not raagi?
Eat 1/3 carb, 1/3 protein, 1/3 vegetables, eat slowly, chew food well. Maintain healthy exercise habits ,atleast 5 days a week. Don't use refined flour ,oil etc.

I was diabetic....but i eat more than 8 idli of ragi....with sambhar or chutney....ragi jowar or bajra never increase sugar level.....
